A water utility isn't quite a commercial business and isn't quite a government body either — it's regulated, often council-owned, and funded partly by grants rather than sales alone. Lunsemfwa Water & Sanitation Company Ltd, an NWASCO-licensed, council-owned utility and one of our eighteen fictional reference companies, is built around that particular mix.

Where the complexity actually is

Around ZMW 68 million of treatment plants, pumping stations and pipeline networks sit on Lunsemfwa's asset register, alongside reservoirs and capital work still in progress. Its debtors listing is a metered consumer book rather than a trade ledger — government institutions in arrears sitting alongside pooled per-district domestic accounts, each tracked as an individual customer — with a doubtful-debt provision reflecting how much of that book is realistically collectible. Consumer deposits, deferred capital grants and direct government capital contributions sit on the liability side, and an accumulated loss on the equity side is common for utilities of this kind rather than a sign of mismanagement. The regulator's own NWASCO levy appears as its own line.
