A local authority's books answer to ratepayers and central government funders, not shareholders — and that shapes almost everything about how they're structured. Mutanda Town Council, one of our eighteen fictional reference companies, is built to show exactly that.

Where the complexity actually is

Mutanda is our second multi-branch reference company — a civic centre and works depot each hold their own stock, while the market operates without holding any, and every stock line names its actual site rather than falling back on a single default. Its debtors are ratepayers and levy-payers in arrears: two mining ratepayers, government rates paid in lieu, and pooled lines drawn from the valuation roll and levy register. Restricted Constituency Development Fund and Local Government Equalisation Fund balances sit against their own dedicated bank accounts, kept separate because that money is earmarked for specific purposes. Roads, drainage and street lighting sit on the asset register under plant and machinery, refuse compactors under trucks and trailers, and an accumulated fund stands in place of share capital — the equity structure a civic body actually uses instead of one built for owners.

Fully onboarded, and transacting

Mutanda went through the same review and sign-off workflow described in our opening balances post, and has carried on since with a real invoice and payment cycle for rates and levies, and a real purchase order, supplier bill and payment on the buying side — proof that the same multi-branch, everyday workflow holds up for a civic body just as well as it does for a private business.
